In 2018, President Trump imposed a 25% tariff on steel imports from countries like Ukraine. When the war in Ukraine ends, the senators wrote, the country’s steel industry will be a key part of its economic recovery, and lifting U.S. tariffs will help accelerate that effort.
“We respectfully request that you remove the 25% US tariffs on steel imports from Ukraine to help stabilize and rebuild its economy,” he added. wrote the senators in a letter to President Biden. “The United States should do everything possible to ensure that the people of Ukraine can effectively rebuild after the war. Dear Mr. President:
We are writing to thank you for the steps you have taken so far to punish Russia for its unprovoked aggression against Ukraine and to help Ukraine counter Russia. However, there is still much to do. Consistent with these actions, we respectfully request that you remove the 25% US tariffs on steel imports from Ukraine to help stabilize and rebuild its economy.
As you know, in 2018 President Trump used Section 232 of the Trade Expansion Act 1962 impose a 25% tariff on certain steel imports from many countries, including Ukraine. We believe the costs of these tariffs to U.S. families, manufacturers, and other businesses have outweighed their benefits, and we appreciate the first steps you’ve taken with the European Union and Japan to reduce their impact.
Russia’s aggression in Ukraine gives you the opportunity to go further. Metal production is the backbone of the Ukrainian economy. Ukraine is the 13andlargest steel producer in the world and 80% of the steel produced by the country is generally exported. Steel and related sectors account for almost 12% of Ukraine’s gross domestic product, and the steel industry is a source of employment and income for many Ukrainians.
Ukraine is experiencing the destruction of large swaths of its residential and productive capacity, which has severely disrupted its ability to export.
However, when the war ends and the Ukrainian economy reopens, the Ukrainian steel industry will be an integral part of its economic recovery.
The United States should do everything in its power to ensure that the Ukrainian people can effectively rebuild after the war. Lifting U.S. tariffs on Ukrainian steel is a small but significant way for the United States to signal its support for Ukraine, provide stability, and improve the country’s long-term economic prospects.
